According to Buddha

Maturity can’t be hurried or produced on schedule. Growth takes time. We have to steep ourselves for a while, like a good cup of tea. We need to go through what’s necessary for us to endure. We need time and commitment. Probably we also need some luck.

As there is no permanent, unchanging substance, nothing passes from one moment to the next. So quite obviously, nothing permanent or unchanging can pass or transmigrate from one life to the next. It is a series that continues unbroken, but changes every moment. The series is, really speaking, nothing but movement.
